app with HTML5, Javascript,css

My Requirement 1. Mobile app with HTML5,javascript,css(dont want any native or hybrid app) 2.Run locally - dont have any server. 3.For database -looking for some open database and lite too. 4.Need to include one API developed in C# win app 5.communicate with web service

To meet this requirement is those technologies fine?

I tried for web sql,i create and insert records. But after i cleared the history my db also get clears.

How to call methods in dll from javascript?
